外媒報(bào)道，據(jù)外媒報(bào)道，特朗普政府與烏克蘭就簽署礦產(chǎn)協(xié)議一事達(dá)成共識(shí)，相關(guān)消息人士透露。特朗普希望在其3月5日上午發(fā)表的重返白宮后的首次國(guó)會(huì)聯(lián)席演講中宣布這一消息。

路透社報(bào)道，消息人士稱，特朗普已明確向顧問(wèn)表示，希望在國(guó)會(huì)演講中公布協(xié)議。然而，消息人士同時(shí)警告稱，由于協(xié)議尚未正式簽署，形勢(shì)可能隨時(shí)會(huì)發(fā)生變化。目前，白宮和烏克蘭總統(tǒng)辦公室均未對(duì)此發(fā)表評(píng)論，烏克蘭駐華盛頓大使館也未作出回應(yīng)。

此前，原定于2月28日簽署的礦產(chǎn)協(xié)議因特朗普與烏克蘭總統(tǒng)澤連斯基公開(kāi)沖突而擱置。

消息人士表示，沖突爆發(fā)后的幾天里，美國(guó)官員與基輔方面重新接觸，討論推進(jìn)協(xié)議簽署，同時(shí)敦促烏克蘭總統(tǒng)顧問(wèn)勸說(shuō)澤連斯基向特朗普公開(kāi)道歉。

4日，澤連斯基在社交平臺(tái)X上發(fā)文稱，烏克蘭已經(jīng)準(zhǔn)備好簽署協(xié)議。他表示，橢圓形辦公室的會(huì)談"令人遺憾"。"我們上周五在白宮的會(huì)面并未按照預(yù)期進(jìn)行……烏克蘭愿盡快坐到談判桌前，推動(dòng)持久和平的到來(lái)。"

目前尚不清楚協(xié)議內(nèi)容是否發(fā)生實(shí)質(zhì)變化。但據(jù)先前協(xié)議條款，基輔將把50%的國(guó)有自然資源收益投入一個(gè)美烏共管基金，基金會(huì)將所獲得的資金投資于烏克蘭。在協(xié)議中，美國(guó)并未表明會(huì)提供安全保障，僅承諾支持烏克蘭獲得安全保障。

特朗普3日向媒體透露，美國(guó)愿意繼續(xù)推進(jìn)礦產(chǎn)協(xié)議，但烏克蘭"應(yīng)更感激"美國(guó)。他說(shuō)："美國(guó)一直堅(jiān)定地支持他們……我們給了他們比歐洲更多的幫助，而歐洲本該比我們做得更多。"

波蘭外交部發(fā)言人弗龍斯基表示，美國(guó)暫停對(duì)烏軍事支持的決定是在并未事先通知或與盟友協(xié)商的情況下作出的決定，“這是一項(xiàng)非常重要的決定，目前情勢(shì)十分嚴(yán)峻”。

Michael Kofman, a military analyst and senior researcher at the Carnegie Endowment for International Peace, stated that it is challenging to assess the impact of U.S. assistance due to the lack of transparency regarding the aid's distribution. However, he noted that Europe has intensified efforts to raise funds and procure military equipment for Ukraine, though the continent's capacity to ramp up weapon production remains constrained, particularly for unique U.S.-made systems.

The shortage of the "Aegis" missile system, a key U.S.-designed anti-aircraft system used by Ukraine, will severely undermine the country's defensive capabilities, according to recent reports. Meanwhile, Russian forces have significantly increased their use of drones and guided missiles in deep Ukrainian territories.

Ukrainian Prime Minister Volodymyr Shmyga爾 claimed that the "Aegis" system is the only one capable of intercepting Russian ballistic missiles, underscoring the critical nature of this system in countering Russian offensive capabilities.

The head of the open-source intelligence organization BashiK, Emil Kastehelmi, warned that if Ukraine is forced to halt the use of its most advanced defense systems, the country will face a difficult decision regarding what to prioritize—defending airstrips, power plants, or manufacturing facilities.

Ukrainian politician Serhiy Prytula has long been vocal about the need for Ukraine to prepare for the eventual cessation of U.S. military aid, stating that he had already expressed this concern a year prior.

"Thank you, America, for all the support we've received, but we must prioritize our own defense and work with European allies to develop our own defense industries," Prytula said.

Ukrainian military has previously received the "Aegis" system, which can be accessed via social media platforms.

Since the start of the俄烏 conflict, the United States has consistently been the largest source of military aid to Ukraine. Following the initial declaration by President Biden, the U.S. military delivered $3.5 billion in weapons to Ukraine within the first week of the conflict. Subsequent aid deliveries have been approximately biweekly, with some instances occurring every few days.

According to U.S. media reports, the Department of Defense has already provided over $33.8 billion in military aid to Ukraine through 71 separate shipments since Biden took office. This includes 3.05 million 155mm gun rounds, several thousand guided rocket rounds, anti-tank missiles, guided missile defense systems, anti-aircraft missiles, armored vehicles, and several dozen main battle tanks. However, since Trump's second term began, the U.S. has not provided any additional military aid to Ukraine. Biden emphasized that this single-sided approach is unsustainable, as it places heavy financial burden on the taxpayers.
