Over the past several years, the U.S. has imposed extensive sanctions on Russia in key areas such as energy and finance. However, following the U.S.-Russia delegations holding talks in Liyong on February 18 and Istanbul on February 27, the U.S. has begun to reduce its sanctions.

On February 20, Beentzen indicated that the U.S. might adjust its sanctions in response to discussions over the U.S.-Russia conflict. Beentzen hinted that the U.S. is prepared to adjust its sanctions based on Russia's position in negotiations.

On March 3, a U.S. official and an informed source revealed that as Trump sought to restart relations with Russia and stop the conflict, the U.S. was considering a plan to ease sanctions. 俄對烏能源設(shè)施進行大規(guī)模襲擊
