3月8日上午，十四屆全國(guó)人大三次會(huì)議第二次全體會(huì)議在人民大會(huì)堂舉行。最高人民法院黨組書(shū)記、院長(zhǎng)張軍，最高人民檢察院黨組書(shū)記、檢察長(zhǎng)應(yīng)勇作報(bào)告。

"老虎"孫志剛被提及兩高報(bào)告。

最高法報(bào)告指出，依法嚴(yán)懲腐敗犯罪。審結(jié)貪污賄賂等職務(wù)犯罪案件3萬(wàn)件3.3萬(wàn)人，同比增長(zhǎng)22.3%。依法懲處孫志剛等48名原中管干部，對(duì)李建平依法核準(zhǔn)死刑。落實(shí)受賄行賄一起查，審結(jié)行賄犯罪案件2473件2873人，同比增長(zhǎng)18.6%。審理足球領(lǐng)域系列腐敗案，依法對(duì)杜兆才、陳戌源、李鐵等定罪判刑。嚴(yán)懲涉惠農(nóng)資金、校園餐等群眾身邊腐敗犯罪。

最高檢報(bào)告提到，協(xié)同推進(jìn)反腐敗斗爭(zhēng)。受理各級(jí)監(jiān)委移送職務(wù)犯罪2.7萬(wàn)人，起訴2.4萬(wàn)人，同比分別上升37.8%和34.9%。其中起訴孫志剛、劉連舸等原省部級(jí)干部34人。

孫志剛，1954年5月出生，河南滎陽(yáng)人。孫志剛曾在湖北工作，擔(dān)任過(guò)湖北省武漢市副市長(zhǎng)、宜昌市市長(zhǎng)、宜昌市委書(shū)記。2002年6月，他出任湖北省委常委、秘書(shū)長(zhǎng)。

2006年9月，孫志剛轉(zhuǎn)任安徽省委常委、常務(wù)副省長(zhǎng)。

2010年12月，孫志剛?cè)螄?guó)家發(fā)改委副主任，并于2013年3月轉(zhuǎn)任原國(guó)家衛(wèi)計(jì)委副主任、黨組副書(shū)記。

2015年10月，孫志剛轉(zhuǎn)往貴州省工作，歷任省委副書(shū)記、省長(zhǎng)、省委書(shū)記。2020年11月，孫志剛卸任貴州省委書(shū)記。

2023年8月，年僅69歲的孫志剛被查處。2024年10月，法院依法判處其死緩，剝奪終身監(jiān)禁權(quán)，不得減刑或假釋。據(jù)法院審理，孫志剛的斂財(cái)行為金額超過(guò)8.13億元。

最高檢的官方報(bào)告中還提到了劉連舸這一名字。

劉連舸，1961年5月出生，來(lái)自吉林永吉，畢業(yè)于中國(guó)人民銀行研究生部，擁有經(jīng)濟(jì)學(xué)碩士學(xué)位。

他此前一直在中國(guó)人民銀行工作，歷任職務(wù)包括：中國(guó)人民銀行國(guó)際司副司長(zhǎng)、中國(guó)人民銀行福州中心支行行長(zhǎng)兼國(guó)家外匯管理局福建省分局局長(zhǎng)、中國(guó)人民銀行反洗錢(qián)局（保衛(wèi)局）局長(zhǎng)。

2007年3月，劉連舸被任命為進(jìn)出口銀行副行長(zhǎng)。2015年2月，他升任進(jìn)出口銀行黨委副書(shū)記、副董事長(zhǎng)、行長(zhǎng)。2018年6月，劉連舸被任命為中國(guó)銀行行長(zhǎng)、黨委副書(shū)記（副部長(zhǎng)級(jí)）職位。次年6月，他進(jìn)一步被任命為中國(guó)銀行黨委書(shū)記、董事長(zhǎng)。

2023年2月17日下午，中國(guó)銀行召開(kāi)黨委擴(kuò)大會(huì)議，會(huì)議決定免去劉連舸的中國(guó)銀行黨委書(shū)記職務(wù)。3月19日，中國(guó)銀行正式發(fā)布公告，宣布劉連舸因工作調(diào)整，辭去該行董事長(zhǎng)、執(zhí)行董事等職。

2023年3月31日，劉連舸被查處，他是黨的二十大之后首位被查處的中管金融企業(yè)的主要負(fù)責(zé)人。

2024年11月，法院依法判處劉連舸死緩，剝奪終身監(jiān)禁權(quán)。法院審理查明，劉連舸犯有受賄罪和違法發(fā)放貸款罪，其違法所得共計(jì)1.21億元余元。

2024年14th National People's Congress Third Session successfully held in Beijing, China. The session featured the Second全體會(huì)議 of the Supreme People's Court. The Supreme Court of China, led by Zhang Jun, delivered an important report on the Supreme Court.

According to the report, the court handled 31,300 cases involving貪污賄賂等職務(wù)犯罪, resulting in the conviction of 33,300 individuals, marking a 22.3% increase in case numbers. Notable among these were the conviction of 原中管干部孫志剛 and the imposition of life imprisonment on 杜兆才、陳戌源、李鐵等. The report also highlighted the court's efforts in investigating and prosecuting bribery and embezzlement cases, concluding 2,473 bribery cases involving行賄犯罪, a 18.6% rise in case numbers. Additionally, the court launched an investigation into corruption cases within the football industry, leading to the conviction of 杜兆才、陳戌源、李鐵等.

The report highlighted efforts to combat corruption. A video of 李鐵 in an anti-corruption documentary has been widely shared. The court has a zero-tolerance approach to serious crimes that disrupt social order. In 2024, the court handled 49,300 cases of severe violent crimes, resulting in 58,300 convictions, a 5.8% decrease from the previous year. Severe offenders were rigorously punished, with cases like樊維秋、徐加金被判處死刑, serving as a powerful deterrent. The court has also intensified efforts in掃黑除惡, handling 1,663黑惡案件, 8,840 individuals, a 10.4% decline in case numbers. Additionally, the court has significantly increased its efforts in combating cybercrime, handling 40,000 cases of電信網(wǎng)絡(luò)詐騙, resulting in 82,000 convictions, a 26.7% rise in case numbers.

The court has also been actively protecting the rights and interests of enterprises and entrepreneurs. The court has overturned 46 incorrect verdicts in property-related cases, reversing 72 individuals' convictions. Severe crimes against businesses, such as黃某's case where he used online platforms to spread negative information about businesses and extorted 21 companies totaling 55.6萬(wàn)元, have been dealt with severely, resulting in a 10-year prison term.

The court has taken firm measures to safeguard national security. The "兩高三部" has issued an opinion on combating "臺(tái)獨(dú)" and maintaining national security.

The report highlighted the court's efforts to protect minors from abuse. In 2024, the court handled 40,000 cases of侵害未成年人犯罪, resulting in 41,000 convictions. The court has dealt with particularly severe cases, including the "人販子"余華英 and others, resulting in life imprisonment.

The report also revealed the court's efforts to improve the credit system. 245,700 individuals were added to the失信名單, a 23.4% decrease from the previous year. Meanwhile, 282,100 individuals underwent credit repair, a 35.4% increase, marking the first decline in the size of the失信名單 in 10 years.

The court has strengthened efforts to prevent and address crimes against minors. A system of寬嚴(yán)相濟(jì)、懲教結(jié)合 has been implemented. In a case where a 14歲以下初中生殺害同學(xué)埋尸, the defendant was sentenced to life imprisonment, while others who did not participate in the murder or harm were not charged. The court has also promoted the sealing of records for light crimes and helped re-integrate delinquent youth into society.

The report highlighted the court's efforts to combat crimes against minors. The court has introduced measures to prevent and address such crimes, including mandatory life imprisonment for repeat offenders and those with a history of violent behavior. 人民法院未來(lái)將服務(wù)于新興領(lǐng)域的發(fā)展。依法妥善審理涉及人工智能技術(shù)的糾紛案件，支持人工智能技術(shù)的合規(guī)應(yīng)用；對(duì)利用人工智能技術(shù)侵犯他人權(quán)益的行為進(jìn)行嚴(yán)厲打擊，推動(dòng)其發(fā)展更加規(guī)范有序。

此外，最高人民法院工作報(bào)告中還發(fā)布了關(guān)于治理高額彩禮的司法解釋。通過(guò)典型案例釋法、以點(diǎn)帶面促進(jìn)行業(yè)規(guī)范，婚約財(cái)產(chǎn)糾紛案件的增幅下降了14個(gè)百分點(diǎn)。
